Public Act 21-6 “An Act Concerning Immunizations” was signed by Governor Lamont on April 28, 2021.This Act updates Connecticut’s immunization requirements for students attending preK-12 schools, day care programs and institutions of higher education by removing exemptions that are not medical. There are limited exceptions to the law. The law contains a provision allowing certain exemptions to remain in place, which effectively allows student in certain limited circumstances, to continue to claim a religious exemption from statutory vaccination requirements. To be eligible for such an exemption, a student:
1) Must have been enrolled in a Connecticut school, in Grades K-12 on or before the law went into effect (12:01 am on April 28, 2021)
2) Must have submitted a valid religious exemption prior to that effective date (before 12:00 on April 27, 2021)
3) Both of the above conditions must be met to be eligible for the religious exemption.
Exemption statements presented for the first time on or after April 28, 2021 are not legally valid bases for excusal from statutory immunization requirements or religious grounds. Students transferring into a Connecticut school from outside of Connecticut are not eligible for a religious exemption, despite having a valid exemption in the other State. Pre-K and new Kindergarten students have until September 1 yearly to complete the primary vaccine schedule or must have a written statement from a medical professional stating that immunizations are in progress in order to attend school.
